What building was filmed as the Star Trek Federation headquarters?

I'm 90% sure that it's the Fireman's Fund building located at 775 San Marin Drive, Novato, California.

Novato is located approximately 29 miles north of San Francisco and 37 miles northwest of Oakland.

Can anyone verify that or am I wrong? (It happens!)
